Lyle Bolton was expelled from the Police Academy and kicked out of various security jobs for brutality. Adopting the codename "Lock-Up," Bolton began capturing felons as a vigilante and taking out any police who got in his way. When his facility was discovered, Lock-Up tried to drown his prisoners, but was stopped by Batman, Robin, and Nightwing.
